The Office for the Impact Economy, based in the Cabinet Office and led ministerially by the Chief Secretary to the Prime Minister, serves as a central gateway for impact investors, philanthropists and purpose-driven businesses to collaborate with government. Its mission is to strengthen how the government works with the impact economy so that public spending goes further and socially aligned capital supports national renewal. The Office was created in response to recommendations from the Social Impact Investment Advisory Group, established earlier in 2025, which called for a central government unit to coordinate this agenda.
Operating through a hub-and-spoke model, the Office acts as the strategic centre while partnering closely with departments such as DCMS, HM Treasury, No10 Partnerships Unit and the Department for Business and Trade. It aims to build capability across government, convene relationships, and co-design its offer with external stakeholders. A key focus is fostering partnerships that combine local initiatives, philanthropy and large-scale impact investment, from community-driven projects like Kindred in Liverpool to major commitments such as Legal & General’s £2 billion impact-investment pledge. The Office will also support co-investment initiatives like the £500 million Better Futures Fund, designed to improve outcomes for children and families nationwide.
