GAIL Blended Finance Working Group Reconvenes

GAIL is pleased to announce the reconvening of its Blended Finance Working Group, with the first meeting taking place on 24 June 2026 at 12:00pm UK time.

The Working Group builds on the success of the GAIL Blended Finance Report: Unlocking Legal Pathways for Blended Finance: Case Studies and Global Insights, launched at the GAIL Annual Summit in 2024. The report has been downloaded more than 900 times across over 58 jurisdictions and has contributed to discussions at leading blended finance forums worldwide, including events hosted by Convergence, the Blended Finance Community of Practice, the Grunin Conference, and regional roundtables focused on blended finance in the Asia-Pacific region.

Since the report’s publication, the blended finance landscape has continued to evolve. The decline in traditional development funding sources, growing urgency around financing the climate transition, and increasing scrutiny of how concessional capital is deployed have sharpened the debate about blended finance’s purpose and effectiveness. These developments create an important opportunity for legal practitioners to contribute to the future direction of the field.

The reconvened Working Group has two primary objectives:

  • To provide an ongoing forum for GAIL members to discuss legal developments, emerging trends, and practical challenges in blended finance; and
  • To develop and lead substantive projects focused on the legal dimensions of blended finance, leveraging the expertise of impact lawyers across the GAIL community

To help shape the group’s future work, a core team of GAIL members has prepared a Strawman Paper setting out potential project proposals, which will be discussed at the inaugural meeting and explored for further development.

The Working Group is open exclusively to GAIL members. We welcome both practitioners with established experience in blended finance and those who are seeking to deepen their knowledge and engagement in this rapidly developing area. Members who participated in the 2024 Working Group, have previously expressed an interest in blended finance, or have been nominated by fellow members are encouraged to take part.

Following the inaugural meeting, future sessions are proposed for 22 July, 9 September, and 4 November 2026.
